Board of Trustees

The Board of Trustees is the governing body for Spokane County Library District, an independent special-purpose district created by voters in 1942 to provide public library services to unincorporated Spokane County and affiliated cities.


The five-member Board establishes Library District policies, oversees finances and levies the property tax that comprises the majority of District funding.


Trustees are unpaid volunteers appointed by Spokane County Commissioners and may serve a maximum of two consecutive five-year terms.

Meetings
Monthly meetings are normally held on the third Tuesday of every month, 4:00 p.m., at the Argonne Branch public meeting room adjacent to the District's Administrative Offices, 4322 N. Argonne Road, Spokane.


The meeting date, time, and location may occasionally change. Please call 893-8200 to confirm.


A preliminary meeting agenda is available on the Wednesday preceding the meeting date. The agenda is posted at county library branches and is available from the Administrative Offices.

Jacob Laete

A resident of Spokane for more than 30 years, Jacob Laete has been a member of the Board of Trustees for seven years, being named Chair in 2009. A registered mechanical engineer at a local engineering consulting firm, Jacob is a graduate of Purdue University in West Lafayette, Indiana. He received his master’s of engineering at Colorado State University.


The Laete family including his wife of more than 32 years and their five daughters have always made use of and enjoyed the local library systems. In addition to being on the Spokane County Library District board, Jacob is active in his church, has served on the Mt. Spokane Ski Patrol and was a wrestling referee in the Greater Spokane League for several years.


Jacob was reappointed to a second term in 2007.

Tim Hattenburg

A retired school teacher and athletic director, Tim began his five-year term in 2006, and was named Vice-Chair in 2009. Most recently he taught history and social studies at North Pines Middle School for 18 years. A graduate of Central Valley High School, he earned his bachelor of arts in education from Washington State University. He completed post-graduate work at Eastern Washington and Gonzaga universities, as well as Whitworth College.


In addition to being active in local politics, Tim is currently working with local publishing company Tornado Creek Publications as a researcher and writer for an upcoming publication on the history of the Spokane police department.


Tim and wife Becky have three grown children.

Ann Apperson

Chair from 2006 - 2008, Ann works full-time co-coordinating a household of five.


A long-time Spokane resident, Ann graduated from Lewis & Clark High School and received her Bachelor of Arts degree in Community Health Education from the University of Washington. Ann spent a total of 16 years working in the non-profit healthcare field in administration, marketing and fundraising for both the American Cancer Society and St. Luke’s Rehabilitation Institute.


Married for more than 25 years, Ann enjoys raising her three children, spending time in the outdoors as well as with family and friends, and reading or listening to books.

Frank Payne

Married to his wife Carolyn for more than 50 years, Frank W. Payne started his second five-year term in 2006. Frank has served as both a chair and trustee. Originally from Pueblo, Colorado, Frank attended the College of Idaho in Caldwell. He is a graduate of California Industrial School.


Frank served on the Caldwell, Idaho public library board of trustees from 1968-1980, and was named the Idaho State Trustee of the Year in 1977. Frank has worked in construction and general contracting for more than 54 years.


Frank and wife Carolyn are parents of seven and grandparents of seven and are active members of their church. They enjoy the Spokane Symphony, books, and their recently completed "retirement" home.

Mary E. Lloyd

Mary began her term in January 2007 and was recently reappointed to the Board.


Hailing from the Spokane Valley, Mary has worked for the Washington State Department of Transportation (WSDOT) since 1984 as a transportation engineer. Relocating from the Puget Sound area, she has an associate of applied science degree. Prior to her work with WSDOT, Mary surveyed logging roads in Washington state.


Married for more than 20 years, Mary has four children and one grandson. She is an active member of the community and enjoys organic gardening, reading, learning about northwest rock and geology, and cooking.
